Chief Kingsley Muturu, the paramount leader of Phase 2 of the Presidential Amnesty Programme (PAP) for Niger Delta ex-agitators and APC candidate for the Bomadi Constituency in the 2023 Delta State elections, has called for unity in supporting the current Presidential Amnesty Programme (PAP) administrator, Dr. Dennis Otuaro.
In a recent interview, Muturu urged detractors to stop their efforts to undermine Otuaro, emphasizing that these distractions could derail the benefits of the amnesty programme.
“Dr. Otuaro is a square peg in a square hole. He is determined and intellectually equipped for his role.
“I believe he will make a difference in the execution of the programme,” Muturu stated.
He further emphasized the need for all beneficiaries of the programme to work together in supporting Otuaro, instead of succumbing to what he described as “meaningless distractions.”

Muturu commended President Bola Tinubu for appointing a leader from the Niger Delta struggle, which he saw as a sign of the federal government’s commitment to the region.
He also called for an upward review of the amnesty programme’s budget due to the current economic climate.
He stated, “The drastic economic changes are impacting all citizens, and more support is needed to sustain the benefits of the programme.”
Addressing the ongoing media criticism targeting Otuaro, Muturu dismissed them as smear campaigns.
“These attacks have become a norm for anyone leading the programme, but they are largely coming from Bayelsa State, which has produced three previous administrators.
These detractors are trying to destabilize the progressive efforts for personal gain,” he added.
Muturu emphasized that the amnesty programme has positively impacted the Niger Delta, particularly by producing graduates and skilled youths.
“I take pride in having sent many young people to schools both within and outside the country.
“The Niger Delta cannot afford to lag in the era of scientific and technological revolution,” he said.
He concluded by urging Dr. Otuaro to stay focused and not be swayed by negative propaganda, reassuring him that well-meaning beneficiaries are fully behind his leadership.
