Performance-driven Civil Service Thrives On Diligence, Integrity, Ethical Standards – Walson-Jack

ABUJA – Mrs. Didi Esther Walson-Jack, Head of the Civil Service of the Federation (HCSF), has said that a performance-driven Civil Service thrives on a culture of diligence, integrity, and ethical standards.

Walson-Jack, who stated this at the Stakeholder Validation of the Federal Civil Service Policies and Guidelines in Abuja, promised to create an environment where excellence is not an exception but the norm.

She explained that the Stakeholder Validation of the Federal Civil Service Policies and Guidelines would focus on the validation of four transformative documents that would guide the principles, practices, and priorities of the Federal Civil Service.

Thesedocuments, according to her, include the Rewards and Recognition Policy and Guidelines; The Incentives and Consequence Management Policy and Guidelines;The Mentoring Framework; and
The Protocol on the Use of Federal Government Secretariats

According to her, “Today, we embark on a collective journey to redefine the ethos of public service delivery in Nigeria, setting the stage for a Civil Service that is professional and efficient, globally competitive, and responsive to the aspirations of all Nigerians.”

“These are not merely policies but powerful instruments of reform designed to embed excellence, integrity, and accountability at the heart of our public service.”

She noted that the event was one of several initiatives marking her first 100 days in office.

She said her 100 days in office were guided by the theme “Marching to Greatness”—a vision inspired by the Federal Civil Service anthem.

“This validation exercise exemplifies our unwavering commitment to charting a bold and transformative course for the Civil Service, laying a solid foundation for sustained progress and impactful outcomes,” she said.

The Head of the Civil Service affirmed that the policies being validated by stakeholders
are integral to the Public Service Rules 2021 and the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP-25), adding that “Each is strategically aligned with the reform pillars outlined in these frameworks, ensuring coherence, sustainability, and measurable impact.”

Walson-Jack,therefore, called for collective responsibility in the validation of these policy documents.

According to her, “The validation process is not merely an administrative exercise but a collaborative effort to ensure these policies are robust, inclusive, and implementable.

“Your expertise and insights are not just important, but indispensable in refining these documents, making them responsive to the unique challenges and opportunities within our Civil Service.

“The validation of these policies and guidelines is a giant stride toward a Civil Service that embodies the highest standards of professionalism, accountability, and service delivery. This is not just a vision but a call to action.”
